We offer financial incentives to building owners who complete energy-efficient building envelope upgrades in their commercial, industrial, agricultural, religious, institutional, or multi-unit residential buildings.

We recognize that building envelope upgrades can be a significant financial investment. By offering bonuses to customers and suppliers, we aim to support and encourage energy efficiency upgrades.
For projects completed before March 31, 2027, weโre increasing our current incentives by 25% for buildings heated with electricity and by 10% for buildings heated with natural gas.
Weโre giving a $250 bonus to registered suppliers for every Building Envelope Program application they complete on behalf of a customer before March 31, 2027.

Find out if your project is eligible. We offer free technical supportย during this process. A registered Efficiency Manitoba contractor or consultant can assist with the planning and scope of your project. Please contact usย if you have questions about eligibility. One of our representatives may conduct an on-site verification to confirm project details and/or equipment specifications.
Applications can be submitted by the building owner or the registered supplier on behalf of the building owner. View our program guide for the full application checklist and then apply online. You can also contact us to request a paper application.
Weโll review your application and send your approval by email. Remember not to purchase or install any measures or equipment related to this project until youโve received approval from us. After getting approved, you have one year to complete your upgrades.
After your project is complete, email or mail your completion documents to us. Once weโve received your documents, weโll finalize your incentive amount based on your invoicing and any project changes. A post-verification inspection may be required to confirm installation. Weโll send the incentive to the indicated payee.

If your home qualifies for a heating system upgrade or an insulation upgrade, we connect you to our registered program contractors. You choose a registered contractor from our list who will guide you through the next steps.
The contractor you selected will come to your home and coordinate the energy efficiency upgrade to maximize your energy savings. They will let you know once your project is approved and schedule the installation as soon as possible, so that you can start saving.
All registered contractors are set up to invoice us directly, so you donโt have to worry about any upfront costs. Efficiency Manitoba takes care of the rest to help you save more.

Before the projectโs tender date and before being issued a building permit, you must submit both your design energy modelling report and invoice. The invoice must only be for the relevant energy modelling services.
Once we receive all your documents, we’ll review the modelling report and provide incentives for approved projects.

Submit program deliverables throughout the design and construction of your new building.

As of April 1, 2025, the incentive for new projects that save electricity will be increasing from $0.15 to $0.25/kWh*.

We provide rebates for qualifying insulation upgrades to attics, walls, and foundation walls โ and we’re now offering a new air sealing bonus to reward you for taking this important step to get the best results from your insulation upgrade project.
Get up to $1,000 added to your insulation rebate when you perform comprehensive air sealing as part of your insulation project. To receive this bonus, you must complete a pre-retrofit and post-retrofit EnerGuide evaluation to measure the improvement of your homeโs air leakage rate.โฏ
Sealing your home to reduce air leakage is often the most cost-effective way to save money on your energy bill. It can also improve your indoor air quality and help prevent moisture problems.

Once your application is approved, purchase and install your insulation.โฏโฏย Your materials must beย purchasedย from the registered contractor or retailer listed on your application form. You have 12 months to install the insulation from the date your application was approved.ย ย
Ifย youโreย participatingย in ourย air sealing bonus,ย completeย your comprehensiveย air sealingย projectย before installing your insulationย upgrade.ย
Afterย your insulation is fully installed and paid for, your supplier willย initiateย the completion process, or you can contact us for next steps.ย Beย sure to keepย a copyย of yourย receipts and invoices.ย Ifย youโreย participatingย inย our airย sealing bonus,ย youโllย be requiredย toย submitย copies of yourย pre-retrofit and post-retrofitย EnerGuideย evaluationย reports. We’ll calculate your insulation rebate based on your verified R-values, square footage, and invoices. Your air sealing bonus will be based on the level of improvement in your home’s air leakage rate, which is tested during your EnerGuide evaluations. Your rebate cheque will be mailed out to the address you provide on your completion declaration. A post-verification inspection may be required to finalize your rebate.ย

If your project involves replacing original insulation, only the R-value added above your original level of insulation will be eligible for a rebate.
To qualify for a rebate, projects must be a minimum of 100 square feet per area and meet the original and final R-value requirements. Rebates are calculated based on the formulas outlined in the following table. However, rebates for each insulated area wonโt exceed the insulation material cost (including taxes) needed to meet the programโs final R-value requirements.โฏ

Rebates wonโt apply to insulation added above the final R-value requirement.
Insulation materials must be new, purchased in Canada, and have thermal properties (verified R-value) in accordance with current recognized Canadian standards prepared by the Canadian Construction Materials Centre (CCMC). Reports by other third-party agencies (e.g. ULC) must be approved by Efficiency Manitoba for a product to be determined as eligible. All insulation materials which include blowing agents (e.g. spray polyurethane foam, extruded polystyrene, polyisocyanurate) must be evaluated based on Long Term Thermal Resistance (LTTR) values that are tested in accordance with CAN/ULC-S770 โStandard Test Method For Determination of Long-Term Thermal Resistance of Closed-Cell Thermal Insulating Foamsโ to be eligible. Rebates will be calculated using the applicable thermal resistance or LTTR values as published in the CCMC reports. Declared, derived, assumed, or marketing material from manufacturers will not be accepted as verified values.
Weโre offering a $100 supplier bonus to registered suppliers for every* eligible Home Insulation Rebate application they complete on behalf of a customer.โฏ

We use the same language, measurements, and classifications to ensure consistency between the building code and our program requirements, making it easier for builders to participate in our program and prepare for the future adoption of higher energy performance tiers.

If youโre constructing a residential building that exceeds three storeys or 600 square meters, learn how our New Buildings Program can help.

Hire an energy advisor to estimate the efficiency of your project. Your homeโs estimated energy improvement over the minimum energy code must be 25% or more in order to qualify for rebates. We pay a rebate toward the cost of energy modelling for each qualifying dwelling unit.
You must use an energy advisor employed by one of our approved EnerGuide Service Organizations.
Apply online with the Estimated Performance Summary provided by your energy advisor. Get approval from us, then build your energy-efficient new home!ย ย
When your home is complete, weโll conduct a free in-home evaluation which includes airtightness testing. Youโll receive your rebate and official certification shortly after our visit.ย

Homes that are Certified Energy Efficient through the New Homes Program are automatically eligible for a 25% mortgage insurance premium refund from Canada Mortgage and Housing Corporation (CMHC), Sagen and Canada Guaranty.
Your customers have 24 months from the closing date of their mortgage to apply. Customers can visit Canada Mortgage and Housing Corporation (CMHC), Sagen or Canada Guaranty for more information.
Select and hire an energy advisor from one of the approved EnerGuide Service Organizations to carry out energy modelling for your project. The energy advisor will produce an official Estimated Performance Summary document youโll use to apply to the New Homes Program.

Builders who commit to meeting minimum Certified Energy Efficient standards on all their new homes can apply for status as an Efficiency Manitoba Preferred Builder.
