There are times when it can be hard to keep up with mortgage or rent payments and buying groceries and still having enough money to pay your energy bills.

You can lower your monthly energy bill and make your home more comfortable with our free and subsidized energy efficiency upgrades.

Our team of dedicated professionals takes care of everything and manages the entire process. We identify eligible improvements, connect you with registered contractors, and take care of the upfront payment, helping you save even more.

This Program Applies to You if you:

  • are a homeowner with a limited income and are interested in energy efficiency upgrades;
  • are a home renter with a limited income; or
  • are a landlord and are interested in improving the comfort of your rental property and reducing you tenant’s energy consumption.
  • are First Nation living off-reserve or own your home on reserve.

STEPS TO PARTICIPATE

  1. APPLY & SEE IF YOU INCOME QUALIFY

    Fill out an eligibility application, submit it online or by mail, and provide your income verification documents for all household residents 18 years of age or older. Learn how to submit these documents.

    Landlords who are applying to the Energy Efficiency Assistance Program will also need their tenants to complete a Tenant Consent Form, and include the form with their income verification documents.

  2. GET YOUR FREE HOME ENERGY ASSESSMENT

    Get a free home energy assessment by one of our expert energy advisors. Start saving immediately with free installation of energy saving devices and get your home heating system and insulation levels assessed for potential upgrades.

  3. CHOOSE A REGISTERED CONTRACTOR

    If your home qualifies for a heating system upgrade or an insulation upgrade, we connect you to our registered program contractors. You choose a registered contractor from our list who will guide you through the next steps.

  4. GET YOUR ELIGIBLE UPGRADE DONE

    The contractor you selected will come to your home and coordinate the energy efficiency upgrade to maximize your energy savings. They will let you know once your project is approved and schedule the installation as soon as possible, so that you can start saving.

  5. SIGN OFF & ENJOY THE SAVINGS

    All registered contractors are set up to invoice us directly, so you don’t have to worry about any upfront costs. Efficiency Manitoba takes care of the rest to help you save more.

    Complete your Energy Modelling Assistance Incentive application form and send it to us by email

    Once accepted, we’ll send you a confirmation email and outline your next steps.

  2. SUBMIT YOUR REPORT

    Submit your design energy modelling report and invoice.

    Before the project’s tender date and before being issued a building permit, you must submit both your design energy modelling report and invoice. The invoice must only be for the relevant energy modelling services.

  3. GET YOUR INCENTIVE

    Once we receive all your documents, we’ll review the modelling report and provide incentives for approved projects.

    Once accepted, we’ll send a confirmation email and outline your next steps.

Energy savings designed for your facility

If you’re looking to make your industrial, commercial, or agricultural facility more energy efficient, we’re here to help. Our Custom Energy Solutions Program provides performance-based incentives when you make upgrades to your facility that save electricity and/or natural gas. We can help you optimize your energy needs, lower your operating costs, improve your productivity, and reduce your environmental impact.

New, higher incentives for electric projects

As of April 1, 2025, the incentive for new projects that save electricity will be increasing from $0.15 to $0.25/kWh*.

We have the expertise to help you investigate and identify energy-saving opportunities as well as financial incentives to help you implement your project. This program is ideal for processing facilities that rely on end-use technologies such as:

  • Steam and water boiler systems
  • Ventilation

Performance-based incentives

We offer financial incentives and technical support through our Custom Energy Solutions Program. We take a systems approach to optimizing your energy needs.

  • Performance-based financial incentives of $0.25/kWh* and $0.30 m3 of annual energy saved are available. The more energy you save, the higher the incentive.
  • Financial incentives are available up to 50% of the incremental cost or the amount required to achieve a one-year payback.
  • All projects that save energy or natural gas will be considered. Projects must focus on end-use systems such as compressed air, pumps and fans, industrial refrigeration, process heating, and plant-wide energy management.
  • Energy efficiency projects must result in lower energy consumption and improved system performance.
  • Energy efficiency projects for renovations, new facilities, and expansions are eligible to participate.

*The increased $0.25/kWh incentive is applicable to new project applications submitted to us for pre-approval on or after April 1, 2025.

    Get in touch with us and describe the energy-saving project you have in mind. We’ll review it and our technical staff will give you feedback on your eligibility. If you aren’t sure where to start, we have services that can help you identify potential energy-saving projects.

  2. SUBMIT YOUR APPLICATION

    We’ll work with you to complete an incentive application through our Custom Energy Solutions Program which includes estimated energy savings and incentive amounts.

  3. GET STARTED

    Once your application has been approved, the work can begin! Proceed with the purchase and implementation of your project. The project must be completed within 12 months from the time we approve your application.

  4. SUBMIT YOUR PAPERWORK FOR PAYMENT

    Let us know when your project is complete, and well work with you to verify your energy savings. Once your savings have been verified, well send you your incentive along with your Project Verification Report.

Home Insulation Rebate

Home Insulation Rebate

QUALIFY. INSULATE. GET A REBATE.

Your home may not have enough insulation, especially if it was built before 1999. Adding insulation to your home will help reduce your energy bills and improve the comfort of your living space. We provide rebates for qualifying attics, walls, and foundation walls.

Steps to Participate

  1. QUALIFY

    Find out if your home and project are eligible. Then, apply through a registered contractor or retailer who will start the application approval process for you. Be sure to receive approval before purchasing materials or starting any work including removing drywall, stucco, or original insulation. Your home may be selected for a pre-verification inspection to check original R-values and square footage measurements before your application is approved Check out ouronline supplier directory to find a registered contractor or retailer in your area.

  2. INSULATE

    Once your application is approved, purchase and install your insulation.  Your materials must be purchased from the registered contractor or retailer listed on your application form. You have 12 months to install the insulation from the date your application was approved.   

  3. GET A REBATE

    After your insulation is fully installed and paid for, your supplier will initiate the completion process, or you can contact us for next steps. We’ll calculate your rebate based on your verified R-values, square footage, and invoices. Be sure to keep a copy of your receipts and invoices. Your rebate cheque will be mailed out to the address you provide on your completion declaration. A post-verification inspection may be required to finalize your rebate. 

DO YOU QUALIFY?

  • You’re the homeowner with an active Manitoba Hydro account. 
  • The home is your primary residence or the primary residence of your tenant and is occupied year-round. 
  • The home hasn’t previously received a rebate for the area you’re applying for. 
  • The home is a detached, semi-detached, or a mobile/modular home on a permanent foundation with a permanent water supply. 

PROJECTS THAT AREN’T ELIGIBLE

  • Garages, three-season sunrooms, porches, or verandas  
  • Seasonal homes or cottages  
  • Apartments, vacation rentals, or outbuildings  
  • Projects that are in progress, already complete, or those converting unheated spaces to heated spaces  
  • Mobile home skirting or floor insulation 

If your project involves replacing original insulation, only the R-value added above your original level of insulation will be eligible for a rebate. 


INSULATION REQUIREMENTS

To qualify for a rebate, projects must be a minimum of 100 square feet per area and meet the original and final R-value requirements. Rebates are calculated based on the formulas outlined in the following table. However, rebates for each insulated area won’t exceed the insulation material cost (including taxes) needed to meet the program’s final R-value requirements.

Rebates won’t apply to insulation added above the final R-value requirement.  

Insulation materials must be new, purchased in Canada, and have thermal properties (verified R-value) in accordance with current recognized Canadian standards prepared by the Canadian Construction Materials Centre (CCMC). Reports by other third-party agencies (e.g. ULC) must be approved by Efficiency Manitoba for a product to be determined as eligible. All insulation materials which include blowing agents (e.g. extruded polystyrene, polyisocyanurate) must be evaluated based on Long Term Thermal Resistance (LTTR) values that are tested in accordance with CAN/ULC-S770 “Standard Test Method For Determination of Long-Term Thermal Resistance of Closed-Cell Thermal Insulating Foams” to be eligible. Rebates will be calculated using the applicable thermal resistance or LTTR values as published in the CCMC reports. Declared, derived, assumed, or marketing material from manufacturers will not be accepted as verified values.


SUPPLIER BONUS

We’re offering a $100 supplier bonus to registered suppliers for every* eligible Home Insulation Rebate application they complete on behalf of a customer.  

*Only one supplier bonus will be paid per project address.

EVEN MORE HELP IS AVAILABLE

If you’re a renter or a homeowner on a limited income, you may be eligible for the Energy Efficiency Assistance Program or Métis Energy Efficiency Offers. These programs offer additional free and subsidized energy efficiency upgrades for qualifying households. 

If you’re interested in financing your insulation project, you can apply for Manitoba Hydro’s Home Energy Efficiency Loan in addition to receiving a rebate from Efficiency Manitoba. Be sure to apply for financing before you start any work, including purchasing products.

For Builders

The New Homes Program offers builders more than just a rebate, with:

  • free third-party airtightness testing;
  • energy code compliance verification and optimization analysis; 
  • site signage and cooperative advertising opportunities; 
  • mortgage insurance premium refunds payable to your customers with insured mortgages; and 
  • energy reports and benchmarking tools to measure your progress toward higher levels of performance.

  • Use energy modelling software to evaluate options and their impacts
  • Earn up to $15,000 in performance-based rebates
  • Get EnerGuide labels and energy use reports from Natural Resources Canada for your customer

REBATES FOR BUILDERS

Our New Homes Program has been designed to align with the published building code wherever possible. We use the same language, measurements, and classifications to ensure consistency between the building code and our program requirements, making it easier for builders to participate in our program and prepare for the future adoption of higher energy performance tiers.

Your rebate is based on two factors:

  • Whether the conditioned volume of the home is greater than or less than 300 m³;
  • The final energy performance % improvement.

DOES YOUR PROJECT QUALIFY?

  • It’s a residential occupancy home or building.
  • It has a maximum of three storeys, with a footprint no larger than 600 square metres.
  • It’s a new construction project (not an addition or renovation).
  • It will use electricity or natural gas supplied by Manitoba Hydro.
  • You contact us or apply before work starts.

Steps To Participate

  1. COMPLETE ENERGY MODELLING

    Hire an energy advisor to estimate the efficiency of your project. Your home’s estimated energy improvement over the minimum energy code must be 25% or more in order to qualify for rebates. We pay a rebate toward the cost of energy modelling for each qualifying dwelling unit.

    You must use an energy advisor employed by one of our approved EnerGuide Service Organizations.

  2. APPLY 

    Apply online with the Estimated Performance Summary provided by your energy advisor. Get approval from us, then build your energy-efficient new home!  

  3. GET YOUR EVALUATION & REBATE

    When your home is complete, we’ll conduct a free in-home evaluation which includes airtightness testing. You’ll receive your rebate and official certification shortly after our visit. 

Cash Back For Your Customers

Homes that are Certified Energy Efficient through the New Homes Program are automatically eligible for a 25% mortgage insurance premium refund from Canada Mortgage and Housing Corporation (CMHC), Sagen and Canada Guaranty.

Your customers have 24 months from the closing date of their mortgage to apply. Customers can visit Canada Mortgage and Housing Corporation (CMHC), Sagen or Canada Guaranty for more information.

DO YOU QUALIFY?

  • You submit an application and receive approval before the equipment is ordered and work begins.
  • The installation is a retrofit project.
  • The equipment is intended for a commercial or agricultural HVAC application.
  • The variable flow pump and fan systems are:
    • 100 HP or less;
    • installed permanently;
    • estimated to operate a minimum 1,600 hours annually;
    • used for ventilation and/or pumping projects; and
    • applied to variable flow projects.

How to Participate

  1. APPLY THROUGH A REGISTERED CONTRACTOR

    Your contractor will evaluate your facility and help you decide which variable flow pump and fan is best for your application. Apply through your contractor before the equipment is purchased or installed. Log in to myEM to apply. 

  2. INSTALL YOUR SYSTEM

    Once you receive approval through your contractor, the project can begin!

  3. RECEIVE YOUR REBATE

    Once your equipment is installed in compliance with Canadian Electrical Code requirements and passes final inspections, submit your itemized invoices through myEM. We’ll review your application and send you your rebate.

If you’re managing the design and construction of your new home, you can apply to our New Homes Program. An energy advisor will work with you to estimate the energy performance of your project and provide recommendations to help you maximize your rebate.

how your rebate is calculated

  • The size of home you’re building in cubic metres;
  • Your home’s final energy rating, referred to as the “percent improvement” number. This is calculated by the energy advisor using the EnerGuide Rating System.

Steps To Participate

  1. COMPLETE ENERGY MODELLING

    Work with an energy advisor to estimate the efficiency of your project. Your home’s estimated energy improvement over the minimum energy code must be 25% or more in order to qualify for rebates. We pay a rebate toward the cost of energy modelling for each qualifying dwelling unit.

    You must use an energy advisor employed by one of our approved EnerGuide Service Organizations.

  2. APPLY

    Apply online with the Estimated Performance Summary provided by your energy advisor. Get approval from us, then build your energy-efficient new home! 

  3. GET YOUR EVALUATION & REBATE

    When your home is complete, we’ll conduct a free in-home evaluation which includes airtightness testing. You’ll receive your rebate and official certification shortly after our visit.

Get Cash Back

Homes that are Certified Energy Efficient through the New Homes Program are automatically eligible for a 25% mortgage insurance premium refund from Canada Mortgage and Housing Corporation (CMHC), Sagen and Canada Guaranty.
